Run aspire restore on workspace open and branch change

In VS Code extension, on wksp open and on branch change, re-run aspire restore, right now when you switch between branches that have different integrations configured, you get squigglies in the editor until you manually restore.

Note: there should be a setting to toggle this behavior. By default, keep it on

On branch change sure, but I think restoring on workspace open is also valuable. If the workspace is a repo and .modules is not checked in, users will have to manually run aspire restore before being in a runnable state.

Yeah I agree, I meant doing it both on workspace open and changes to aspire.config.json, the latter should cover branch change, direct file edits, etc.
