[CI] Internal builds are failing to publish

.. because the packages already got published by a racing dotnet-aspire build.

• Build failure: Overwriting existing packages is forbidden according to the package retention settings dotnet/runtime#11615
• Package publishing is dodgy dotnet/runtime#20210

dotnet-aspire pipeline has been disabled, so this is fixed now.
