Container Apps stuck in "Progressing" and cannot be stopped / modified / ...

Issue description

Container Apps started to act strange beginning on 2026-05-27.
We had 3 Container Apps that we could no longer change and they were stuck in "Progressing" and had to be fixed by Microsoft Support in order to get into a "normal" state where we could do changes on them.
Today we see a new issue. We have stopped a container app and UI states that it is stopped but in reality it is still running. Metrics are still output and we can see the log stream with proper timestamped output.

What is going on?

This is in Germany West Central, seen on different container apps environments in different subscriptions.

Ok, we've tried to start the app again (to then try to stop it) and now we're seeing the same issue as before.

App is stuck in "Progressing" with a message showing "Provisioning a container app is in progress" and it hangs in there.

It is still running, yet button shows "Start"

Any attempt to change it via terraform, powershell, portal ui, ...
