Shift tab not working when content has bullets

Issue Description:

Shift tab not working when content has bullets

Repro Steps:
Add list of bullet items with text
Keep cursor on the beginning of 1st bullet
Press Shift + Tab, this action unindent the bullet
Press Shift + Tab again, this should take the focus to toolbar/ribbon, But the focus is stuck in content area
