Browser is attached as (unusable) implicit context over AHP

1. Open a browser tab
2. Send any prompt to a chat session using AHP, wait for it to finish
3. Restart (not reload) VS Code
4. 🐛 the browser UUID appears above the message, and doesn't open anything on click:

I don't see a UUID, but the browser resource is not available either/ there's some rendering glitch after restarting which prevents me from clicking it
