Steps to reproduce

It's not the easiest to reproduce, but:

1. Set Windows 11 26H1 to fr-FR.
2. Ensure that Azure VPN Client is not installed.
3. Soon after booting the PC, open PowerShell 5 in Windows Terminal.
4. As the first command after opening it, run winget install 9NP355QT2SQB to attempt to install Azure VPN Client.
5. It may or may not show a WinHttpSendRequest: 12002: error.
6. It's that error's message that is this issue report's focus, not the causes of the error.

Expected behavior

The error message shows something like "Le délai imparti l'opération est dépassé"

Actual behavior

The error message shows "Le délai imparti à lâopération est dépassé"

Environment

The current VM I use for 26H1 doesn't support Hyper-V Enhanced Mode, and this textbox doesn't seem to support image pasting. Due to that, see the 2nd image in the "Brief Description" section above.
