Expected behavior

I expect 15.0 to be in the list

This plugin installs the android cmdline-tools and the versions which you listed are the cmdline-tools versions (not to be confused with the android platform versions) and there is no version 15 of it.
If you want to install android platform 15 you might want to install the latest cmdline-tools with this plugin and then use the android sdkmanager to install the desired android platforms.
