overlay mode | open app on top of other apps

Is there any way I can set a shortcut for this app to overlay over other apps like raycast does. so it will be easy to add notes where ever I am in mac

I tried using Raycast hotkeys, automator, shortcuts app, hammerspoon scripts but nothing makes it flot over other apps. They all steel focus and slide to the desktop to show the app
