Increase unit tests and code coverage

Some parts of the code do not seem to have unit tests (e.g. cli/, controlflow/tensorflow/, evaluation/tensorflow/, models/tensorflow/).
Globally, the code coverage as given by make coverage is 38%; it would be good to bring it up to >= 70%.
