The encoder for NIS Dolinsk changes from Syncom Voice (RequiredEbN0 = 6dB) to Early Comsat (RequiredEbN0 = 10dB) when upgrading from ground station TL3 to TL4.
This affects the Soviet Tracking Ships - Level 1 contract. It seems unintentional to silently increase the effective required level of service on TL change. This affects the maintenance contract as well, which runs forever.
USNS Kingsport has the same issue but its contract has no maintenance, which limits that issue's scope.
