[feature] Removal of KFP dependency in the Executor

What feature would you like to see?
As a Kubeflow user I would like the removal of the KFP dependency within the dsl.executor so that the _KFP_RUNTIME environment variable can be removed as well, thus having any imports of kfp will not result in an error during the component execution since the dsl imports would not be locked to compile time only.

What is the use case or pain point?
Is there a workaround currently?
