Add heka client to persona stack #170
Description
Pentaho is gone and kpiggybank and kpi-dashboard were special snowflakes that were never hosted properly. The new plan: use heka to send metrics/logging data to the standard infrastructure (shared heka/es/kibana stack).
Here's the bug for modifying persona's logging so that it can be consumed by heka: mozilla/persona#4171. The plan is to do this coding in a sprint when @shane-tomlinson is in SF in late Aug.
This bug is for setting up heka & configuring it to watch stderr & send to shared stack.
