Allow http-client-tls 0.4.0

Thank you for the work on the library!

I'd just like to request an upper bound bump for http-client-tls to support 0.4.0.

The Haskell network ecosystem is moving away from using memory as their package dependency since it is no longer maintained. http-client-tls v0.4.0 was just released yesterday with this change, and I'd appreciate it if req could support this version too. Many thanks in advance!
