Frontend: GitHub QA checks

Our GitHub repo should automatically perform QA checks for new PRs. I would like to clarify what needs to be done here. Ideas:

• Run ESLint
• Run Tests

the pre_commit_check.sh should be moved to the root level of the repo and should check also with eslint
