Thanks for the detailed report — config and machine specs were exactly what we needed to chase this down.

Root cause found and fixed: your disc dump is almost certainly a multi-track (redump-style) dump — a .cue with (Track 1).bin + (Track 2).bin. Releases up to v0.0.4 mounted only the last track file (the CD audio) as the whole disc, so the game had no filesystem to boot from: black window, busy CPU, no audio — exactly your screenshot. We reproduced it 1:1 by splitting our own dump into two track files.

Please grab v0.0.5 — multi-file cues are now fully supported (we verified byte-identical reads and a full boot to gameplay from a two-track dump). Two extra notes for your setup:

1. Delete settings.toml (and bios.cfg/disc.cfg if present) in the new install so it prompts fresh for your BIOS and disc.
2. The config you pasted ends with language = "en"/ — if that stray / is really in your file, every setting in it (including your renderer = "software" choice) was being silently ignored. v0.0.5 now warns about this instead of ignoring it silently.

If the black screen persists on v0.0.5, run it from a Command Prompt with Tomba2Recomp.exe > log.txt 2>&1 and attach the log — it names the renderer, BIOS, disc, and boot stage. Leaving this open until you can confirm.
