I think it might be useful to have the option to include a 'Footer Nav' for the new Moodle Book.
The rationale is that when the user reaches the bottom of the chapter, their eyes will be at the end, which makes an ideal location for a next or previous chapter button (or similar).
At my institution we are finding that students are completely missing the side arrow nav of the Moodle Book. This is made even worse by the current version of Moodle putting prev and next resource buttons at the bottom of the page - our students keep clicking those and leaving the Book content too early. In some cases this has meant they've missed important assessment information!
The most sensible thing to me seems to have the option to include a footer nav, with previous and next chapter navigation. Making it optional, would be even better.
