Proxy Settings not reapplying Windows 10 #14

Hello,
I have my proxy switcher set to remove the proxy when it cannot ping our local proxy server (off the VPN) and add the proxy when it can (on the VPN). However, on Windows 10 once it removes the settings it does not always add it back when it switches. This same exact setup works perfectly in Windows 7. Is this a known issue with Windows 10?
