Does fosc work on Windows?

I see on the readme there are only instructions for Mac and Linux. I was wondering if anyone's got the extension working on Windows. Currently I receive the following error when loading fosc on my (Windows machine) when trying to show a note via fosc: https://pastebin.com/0Zc6dpJK
