Load Dictionary from Hermes to Grafana

We have a couple of options:

1. Run Hermes backend inside the docker running timescaledb and grafana. Grafana uses grpc to load dictionary. Would need changes to build and run workflow, e.g. Hermes front end would connect to remote backend. This also means we could automatically connect the Hermes backend to the db.
2. Keep Hermes backend outside the docker. Grafana uses grpc to load dictionary. We would need to tell Grafana where to find and connect to Hermes, more things to configure.
3. Manually select dictionary in Grafana.
4. Hermes puts dictionary in db, and Grafana reads dictionary from db.
