#3474 we are proposing to expect all providers to support all voted-in chains. We should have alerts for when some providers don't support some of it.

Set up monitoring/alerting that fires on incomplete coverage (an active participant not covering a whitelisted chain), so maintainers/operators close the gap before it dents availability.
This should be set up after #3475 is implemented.
