Flood of bots creating new support chats

How to mitigate a flood of bots creating new support chats?
Hundreds are created in a matter of minutes.

In bot private chat I receive error messages:

Before creating topic bot should see some intection from the user to make sure it's not some swarm of bots just sending /start. Like display a hello message and ask to press button to start conversation with support. only then create a topic and forward to suppport channel.

better yet wait for use to send an actual message before creating topic

I'm about to use this bot in production and I'm sure that I would face the same problem. Would it be ok if I fix this problem?
