Fix 'silent' update failures cases for networkservicemesh.io/community

Motivation

Currently, networkservicemesh.io/community shows failures only for failed PRs from nsmbot.

But we also can have 'silent' update failures such as https://github.com/networkservicemesh/sdk-sriov/runs/4957885213?check_suite_focus=true that would be nice to know.
