[Enhancement] Add to history when adding new layers.

Most OCI builders by default maintains a history with one information post per layer allowing. I don't know of the historic origins of this, but I consider it a generally acknowledged useful feature (e.g. to support troubleshooting).

It seems layers added by the Wave service on nf-wave's behest do not get any comments, which is unfortunate as that could be very useful when troubleshooting issues related to images accessed through wave.

Just having information such as "this layer was added to add project resources to the image" or "this layer was added to add Fusion to the image" would be very useful.

I believe "history" was in the docker v1 spec, but not in the Docker v2 / OCI spec https://github.com/opencontainers/image-spec/

It exists still and is in use. It's an optional property history on the config.

If so it should be already, containers are build standard build-kit https://github.com/moby/buildkit

I'm sure buildkit supports it, but it likely comes down to how it's used (I don't know the buildkit API).

At least recently, images from wave lacked history for the layers added through wave, and having them would have made troubleshooting easier (https://nextflow.slack.com/archives/C0477AS31T5/p1757096485683749).
