The docs/nextstrain-internal/ directory can be removed since it's supposed to just be centralized docs setting up pathogen repos. (Maybe an indication that these docs should live elsewhere...)

The existing docs in docs/nextstrain-internal are focused on the final automation steps for a pathogen repo and should probably live with the centralized how-to guide for creating a pathogen repo (currently in nextstrain/docs.nextstrain.org)
