feat: tags for version year only

I would like to be able to pin the LabVIEW version year without having to specify the quarter or patch, e.g. just 2025 or 2026.

Right now, the only floating tags are latest-linux.

Would it make sense to have floating tags that pin only the year?

• 2026-latest-linux -> 2026q1patch2-linux
• 2026-latest-windows -> 2026q1patch2-windows
• 2025-latest-linux -> 2025q3patch1-linux

Would it make sense to have floating quarter tags, too?

• 2026q1-latest-linux -> 2026q1patch2-linux
• 2025q3-latest-linux -> 2025q3patch1-linux
