doc: enhance Issue and Pull Request

Could we have Issue and Pull Request templates? It encourages higher quality on documenting contributions.

We could take as example:

• pyansys-geometry: https://github.com/ansys/pyansys-geometry/issues/new/choose
• rabbitmq-server: https://github.com/rabbitmq/rabbitmq-server/issues/new/choose

Unfortunately I don't think there is a way to copy templates from other repositories.
