Tsdown/obuild migration

With everything happening in the nuxt/vite ecosystem module-builder seems to be a bit stale.

Any plans on migrating it to obuild/tsdown?

As much as #730 aims to build this library using rolldown, the most important step (building userland modules) with rolldown is yet to be implemented. We'd very much welcome help in this area if you feel like it @Rigo-m!
