Assuming stepsy knows when you are walking, is it possible to expose this detection via an intent or somesuch?

No idea what you mean. What's the usecase for this? Stepsy gets the data from your sensor, you can check out Motionservice.kt for more details, it's all handled there.

Mainly for automations - eg to get tasker to select a profile once walking is detected. Its built in detection relies on Google Play, so your approach seems more generic.
