Detect incompatible EVM compiler version for create transactions and return an error/warning

It won't handle all the cases (e.g., contracts deploying other contracts, etc.) or encrypted TXs, but it should catch the simple ones.

Here's my steps to detect push0 opcode in runtime bytecode
oasisprotocol/explorer#2063

I tried with creation bytecode now, but this is odd:
despite creation bytecode being longer the returned opcodes is shorter
creation bytecode hex str length: 5298
runtime bytecode hex str length: 3534
console.log(creation.opcodes().length); 533
console.log(runtime.opcodes().length); 1148

there is also a risk that this disassembles bytecode differently than sapphire's evm
