skills(objectstack-data): re-lock field-types.md token ceiling, drop index blurb (#16601)

The token ceiling for skills/objectstack-data/rules/field-types.md in
scripts/check-skills-token-ratchet.mjs re-locks from 3584 to 3032, the
count the gate itself measures on origin/main now that both PR #16187
(-11 tokens, the two `tree` rows) and PR #16369 (-536 tokens, the ASCII
decision tree deleted) have landed. Lowering a ceiling to the landed
count is the ratchet's ordinary, seat-executable direction.

skills/objectstack-data/SKILL.md's index line for the file drops the
four words "with decision tree" — the block it referred to no longer
exists.
