docs(pm-dispatch): the UX 判例 line closes the ① group instead of hanging under the (b) 判例 line

The sibling branch in flight deletes the (b) 判例 line; anchoring the new
case under it would make the two hunks adjacent. Placed after the ⛔ fence,
the ① group reads ①-extension → fence → case, and two unchanged lines
separate it from the sibling's deletion.
