fix(driver-turso): keep the tracker id out of the refusal's runtime string
check:doc-authoring — a runtime string reaches authors and operators, who have no tracker to resolve an id against. The card id stays in the docblock. Claude-Session: https://claude.ai/code/session_01CqmCgU5RGDoJYhHUMVp2af Co-authored-by: Claude <noreply@anthropic.com>
