Sending configuration files to odin control server

It would be nice if the odin control server accepted a configuration file PUT request that loaded in a json file. The json file could contain parameter dictionaries to send to individual adapters.

This would allow a single configuration file to be used for configuring the whole system at once.

Agree this would be useful (not just nice 😉).

Needs a little discussion on what URL to attach this to in the ApiRoute class to be consistent with top-level URLs to discover API version, list adapters etc. Also configuration of some adapters is command-driven rather than resource mapped so the JSON parameter space provided with the PUT request isn't necessarily 1-1 mapped onto the underlying resource tree.
