Add ome2024-ngff-challenge as a converter?

https://ngff.openmicroscopy.org/resources/tools/index.html is missing https://pypi.org/project/ome2024-ngff-challenge, which can be used to resave zarr files

it could be better to move the ome2024-ngff-challenge utility into a separate utility for re-saving zarrs, but that may take a while (or not happen at all)

I think the review from @perlman on looking into this at the OME2025 hackathon at Broad was that that work is subsumed by ngff-zarr (modulo the RO-Crate work)

I think this is a correct summary, although I'm not sure where I was when I said it. The challenge code was very useful, but also very brittle. ngff-zarr supports many (most?) of the NGFF RFCs, and has the option to use tensorstore for more performant array handling.
