Detect / ignore multi-address IP devices #140
Description
The TCP BTL apparently does not support multi-address IP devices (see the lengthy thread starting here: http://www.open-mpi.org/community/lists/users/2012/05/19178.php).
The TCP BTL should be able to detect and warn about these kinds of cases, and safely ignore such devices.
