15.6 to 16.0: `No provider of 'update-bootloader' found.`

Dear maintainers,

I just tried upgrading a 15.6 machine to 16.0 with the tool. Unfortunately it fails:

Not sure why this cannot be found, will do some more digging...

Hi,
I reported the problem in issue #42 on October 12, 2025, with the solution.

However, the fix has not yet been implemented.
