[Android] RTL language support not working properly

Description:
When a user changes its device language to some RTL language it shows Right to Left view but the RTL support is not proper

Expected Behavior:
When the RTL language is selected every screen should be visible in the Right to Left order

Steps to reproduce:

• Load the device settings
• Change the language to some RTL language
• Login to the edX app
• Load any course
• Notice the Course Dashboard is still showing LTR behavior

Is this using the new openedx-app-android? This does look like it might be the edx-mobile-app build perhaps?

What we see (via @volodymyr-chekyrta) in the emulator using the latest build differs from the screenshot above which is why I'm curious if this is the right build.

Regardless, we can update this ticket to reflect that various icons in the application need to be updated because there are RTL issues in the app even if they aren't fully represented by the image above.

@marcotuts This issue was reported in November 2023 and at that time it was valid but now after the app re-write there have been a lot of changes. I will look into this issue and update the ticket accordingly
