Feat: Choose config file in UI

We should be able to change our config file on the fly in the UI. This is a fairly big task if we need to implement a full file browser, but could initially start as loading yaml files from the same directory as the current config (or offer only files in `private_configs`). We could also allow UI to start without a config file and start the user on the config select screen.
