Add binding to Compress

The wrapper does not support the method Compress. The issue was reported in this question:

Great. I did a bit of a hack which I will push to my fork. My python code now gives a more reasonable result.

$ ./batesste-openfhe.py 
ciphertext     = 385.0 KiB
compciphertext = 129.0 KiB

@caesaretos take a look at my fix referenced above. Is it worth also adding a test case for this (or adding a check in an existing test).

@sbates130272 - why don't you raise a PR against this issue ? Is it merged already into any of the sub-branches in this repo ?
