Update OpenHW Programs page to remove references to OpenHW Group

On https://openhwfoundation.org/projects/ There are two references to OpenHW Group that need to be changed to OpenHW Foundation.

  Under the Programs project:
    
  - Old text: Program and project level documentation for all of OpenHW Group's projects including CORE-V RISC-V cores
  - New text: Program and project level documentation for all of OpenHW Foundation's projects including CORE-V RISC-V cores



    
  Other Tools card with incubating status

 -  Old headline: OpenHW Group Core-V Cores
 - New headline: OpenHW Foundation Core-V Cores

Hi @Thea-Clay-Eclipse, I've made the change for the "Program and project level documentation..." sentence.

However, I cannot change the text of "OpenHW Group Core-V Cores" as this text is coming from the PMI.

You'll need to contact the Project Team for these projects. Their links can be found on the following page: https://projects.eclipse.org/?search=OpenHW&techology_types=All&field_state_value=1

Having said that, it looks like we removed some projects. If memory serves me right, we had three cards. Now there is only one. Is it still worth having this card section?
