Annotation-tools' dependency `org.plumelib:options` version update

Currently, the version of `org.plumelib:options is kept in 2.0.2 intentionally because update 2.0.3 will break the command line option for now. https://github.com/opprop/annotation-tools/blob/fdd5322c6deb22a5a5b36a1837135e40598cf11d/annotation-file-utilities/build.gradle#L55

Figure out how to use camel_case under 2.0.3 in the future.
