Transfer request for MoonBit plugin

Since it is essentially impossible to install MoonBit via aqua or ubi, I created a mise plugin to manage the MoonBit toolchain. I would like to transfer this to the organization.

Since the plugin I created is still incomplete, I recommend using moonup until official support becomes more robust.
