Fast heading adjustment of subsection of track #32

When fixing existing tracks, one of the slowest steps is correcting headings in subsections of the track when little movement is happening. This is because the direction of motion is a poor estimator of heading in these regions so the predicted headings tend to be noisy and uncorrelated, whereas the true headings tend to be relatively uniform. One solution could be to change default behavior of heading estimation in regions of slow movement so that a single heading (or small range of headings) is selected for all locations. Another solution would be to enable filtering/heading estimation for selected subsections of track so that slow regions could be manually excluded. Both fixes together might work even better.
