switch to trusted publishing and fix repo URL

Use rust-lang/crates-io-auth-action for OIDC-based publishing instead
of static CARGO_REGISTRY_TOKEN secret. Requires a "release" environment
in GitHub repo settings and trusted publisher configured on crates.io.
Fix repository URL to os-tack org.
