Migrate ideas-pipeline orchestration off Windmill onto native OSTK work pipeline. The 5-branch deliberation flow (claim → 4 weighers + adversary → synthesize → harvest) is already encoded as ostk work primitives (needles, threads, dependencies, priorities). Windmill becomes notify-egress only at the human boundary. The mutual-trust agent council deliberates over the backlog and executes within trust boundary; Windmill webhooks notify the operator when escalation is needed.
