Don't allow self localized feature to validate

In the current implementation all the features are displayed on the validation mode regardless of who localized it. It doesn't make any sense to allow the user to validate the self localized feature as it will bring the same outcome.

Alternative could be having a option on project settings to set if self localized features can be validated.
