Define role of "standards owners"

In this month's meeting, there was a general consensus that we're ready to begin the process of submitting Baseline to a standards body.

To do this, we should add (to MAINTAINERS.md?) a description of the responsibilities that the named "owners" of the standards process are expected to shoulder. Approval of this text, when written, will serve as formal maintainer approval of pursuing this process.

I think we should:

1. Look at the normal standard format, compare to what we have. In particular, we'll need to get definitions up front.
2. Review the docs on how to organize to create a standard. Jory would be happy to help.
