The handlebar templating installation via bower is deprecated

The frontend repo contains a bower.json suggesting that handlebar is installed via bower.
The handlebar webpage https://handlebarsjs.com/installation/#cdns
shows the bower installation as deprecated.
We should move to a new way of dependency management.
