[BUG] Environment variable OVH_CLOUD_PROJECT_SERVICE is not used by all public cloud resources

Describe the bug

The variable OVH_CLOUD_PROJECT_SERVICE should be taken into account when set in all resources that are based on a public cloud project.
For example, ovh_cloud_project_storage does not use it.
