In other standards, it is a common practice to define an "envelope" for a publication of data that belong together and potentially reference each other.

DATEX II

The DATEX II defines a class named ParkingTablePublication for static datasets and ParkingStatusPublication for dynamic datasets (with the ParkingStatusPublication referencing the ParkingTablePublication as its "master data" for a lack of a better term).

general structure

In both cases, the publication wrapper classes then define some HeaderInformation, followed by the actual ParkingTable/ParkingStatus information, followed by (optional) extensions.

header information

The header information provides some high-level "meta" type information such as e.g.

• geographical relevance
• access/usage restrictions

parking table / status

The parking/status tables can be uniquely identified and then contain the actual data. This is where in the APDS equivalent, the list of hierarchy elements, right specifications and rate tables would be home-based.
